Anyone can do it - ARs generally have the fleets of miners ready
however, so are the only ones with the minerals to build more remote
mining ships.  

Games or at least allies who:
        a) Don't have an AR or
        b) Don't have a captured homeworld to bomb into the ground
need to start looking at such solutions...
Especially if the enemy has an AR or two..
