Kelly, In broad general terms, I would suggest that you view a Trading Partner Agreement as a document that sets forth the rules of engagement between your organization and your trading partner(s). ROE's can and should address many things, such as what identifiers to use where, hours of operation, key contacts, communications methods/modes supported, implementation testing, critiera for moving to production status, etc. Thus, the ROE's may vary from one type of trading partner to another.
