As Samuel points out, I think that from our conversations what I am trying to do may not be in scope for pootle. I thought that since pootle was written in Python, then the ideas that I had might be easily added.
RE: admin user. I guess that was the wrong person. :) In my vision, there would be some "project manager" for "translation project for medical device A" that would perform the functions of collecting existing strings from the database, associating the appropriate bitmaps and adding any new strings to the database.
