Karl,
     from the look of your address you are an importer.  I'd suggest looking
at FCC Part 2 section 2.1204.  Alternatively apply for an experimental 
license under Part 5.  I think that the FCC prefer the experimental license
method.  It costs about $50 and they take visa etc.
