Ron, The discussion is not really helpful. Part 2 of the FC Rules and Regs is the implementation vehicle for a number of other parts, such as 15 and 68.
Only after reading a lot of guesswork, does one come to the conclusion that this is mainly a Part 15 affecionados concern, not a Part 68 concern.
