Check the thread history, I already said that I had noticed my signal strength meter doing the see-saw thing and that I know that as the signal quality drops, the radio power is increased. I'm now trying to find out if it's just me, just my area, just my carrier, or what, so I can determine my next step. If it's just me, then I see if I can get a new SIM from my carrier.
