When boss sends out an email reminder about a due date he would definitely mark it urgent as the boss would want the required people to see it in priority. If the case was as what you explain then why would high priority option be given while composing an email? If there is something important for the group to see then anybody would mark it "High Importance".

When you send something out labeled thusly, it will show up before things that the recipient might value as more of a priority, and usually with a big red exclamation point, or other such marking. You just don't mark something priority because it is a priority for you, but something that should be a priority to your recipient.
