I just had my PRE replaced and found speed dials & contact pics intact.  I 
assume they came from the Palm backup, not Google.
What didn't restore was contact ringtones.  I was reasonably impressed.

BTW, the reason for the replacement was a defective *proximity sensor*, the 
thing that turns off the display and disable buttons while you have the phone 
to your face when on a call. It's up in the upper left corner of the Pre (about 
where the menu *key* is.  Note that it only works if a call is active, and 
you're not Touchstoning.
My Sprint store is a service facility and they have a Palm employee stationed 
there who they wake up when someone brings in a Pre.  He knew some codes to 
bring up all kinds of diagnostics.  They may be more of the ones of the format 
##xxx# as has been published for GPS etc.
