The situations are different. The video restriction is to prevent being 
sued for the user's injuries sustained while driving distracted - like 
when you poke your arm under a running lawn mower, not for the possible 
legal consequence of the user's violating state law.
      I'm actually surprised the GPS companies haven't started doing 
that on consumer devices - although I think I had a rental car a year or 
so back that claimed to have such restriction. I didn't try it out, 
though, because I had my own GPS and the rental company wanted to charge 
extra to use its system.
