What a gift the law is!  It clearly defines evil.  But, with or without the written law, men have always been responsible for knowing in his conscience good and evil.  Men have chosen evil to their own hurt.
 
GEN 3:22    � And the LORD God said, Behold, the man is become as one of us, to
            know good and evil: and now, lest he put forth his hand, and take
            also of the tree of life, and eat, and live for ever:
GEN 3:23    Therefore the LORD God sent him forth from the garden of Eden, to
            till the ground from whence he was taken.
 
GEN 6:5     � And God saw that the wickedness of man [was] great in the earth,
            and [that] every imagination of the thoughts of his heart [was]
            only evil continually.
GEN 6:6     And it repented the LORD that he had made man on the earth, and it

GEN 6:7     And the LORD said, I will destroy man whom I have created from the
            face of the earth; both man, and beast, and the creeping thing, and
            the fowls of the air; for it repenteth me that I have made them.
GEN 6:8     But Noah found grace in the eyes of the LORD.
 
MAT 12:34   {O generation of vipers, how can ye, being evil, speak good things?
            for out of the abundance of the heart the mouth speaketh.}
MAT 12:35   {A good man out of the good treasure of the heart bringeth forth
            good things: and an evil man out of the evil treasure bringeth
            forth evil things.}
MAT 15:19   {For out of the heart proceed evil thoughts, murders, adulteries,
            fornications, thefts, false witness, blasphemies:}
MAT 24:48   {But and if that evil servant shall say in his heart, My lord
            delayeth his coming;}

            that which is good; and an evil man out of the evil treasure of his
            heart bringeth forth that which is evil: for of the abundance of
            the heart his mouth speaketh.}
HEB 3:12    Take heed, brethren, lest there be in any of you an evil heart of
            unbelief, in departing from the living God.
HEB 10:22   Let us draw near with a true heart in full assurance of faith,
            having our hearts sprinkled from an evil conscience, and our bodies
            washed with pure water.

Then, as the Apostles argue (correctly) about themselves and JCs followers, Noah was not 'righteous' (Gen 6, 7) according to any Law--(1)  there was no extra-biblical Law specific to God and Noah ('Noahide'); (2) there was no Mosaic Law; and, (3), in regard to Izzy's St. Patties Day circumlocution/s, patterned after your's, there was nothing legalistic (or Papalistic) 'written on [Noah's] heart'
 
There is, however, a specific non-legalistic reason why Noah is 'righteous'--he walked with God
