(e.g) the Jordan; that makes baptism a symbolic act (which some people act on in accordance with a variety of irrelevant schools of thought; that's cool, but their thought process ain't necessary to the text, as the Ap Peter clearly indicates. He can teach that way, clearly, mainly because he's confident that JC saves.
