the Apostles, above, through the HS, are teachg that only 'Jesus saves' through faith and grace--that (the virtues) faith and grace per se can't save--they were opposing sheer virtue and it's attendant philosophy/s--a point you have yet to accept

(on the topic at hand), in this verse Peter preached 'be baptized in the name of Christ', not in the waters of.. (e.g) the Jordan; that makes baptism a symbolic act (which some people act on in accordance with a variety of irrelevant schools of thought; that's cool, but their thought process ain't necessary to the text, as the Ap Peter clearly indicates. He can teach that way, clearly, mainly because he's confident that JC saves. Your posted legal requirements beyond that, from whatever schools of thought you embracem, e.g., re: legal baptism are merely that: Your's.)
