Ignorance of the law has never been an excuse.

Paul was alive once in Adam before the fall but he was never alive in his lifetime
until he received Christ - he was born and lived most of his life under the law.
 
Like David we are all conceived in sin and shapen in iniquity, this includes babies
(Psalm 51:5)
 
Who can bring a clean thing out of an unclean?  Not one. (Job 14:4)
 
The wicked are estranged from the womb, they go astray as soon as they be born,
speaking lies (Psalm 58:3)
 
Flesh and blood do not inherit God's Kingdom; that which is born of flesh is flesh
and that which is born of spirit is spirit (John 3:6)
 
By one man sin entered into the world and death by sin and death passed upon
ALL men for all have sinned (Romans 5:12)

Do you guys mind if I butt in? I do not believe infants can sin either, not if by "sinning" we mean that God holds them accountable for their actions. Young children may do things that are contrary to God's law; in that sense, some may say that they are sinning. But Paul says where there is no law, there is no transgression (Rom 4.15). He then speaks (see Rom 7) about a time in his own life that he lived without awareness of the law, and then about what happened to him when that awareness came:

Rom. 7:7 What shall we say then? Is the law sin? Certainly not! On the contrary, I would not have known sin except through the law. For I would not have known covetousness unless the law had said, "You shall not covet."

8 But sin, taking opportunity by the commandment, produced in me all manner of evil desire. For apart from the law sin was dead.

9 I was alive once without the law, but when the commandment came, sin revived and I died.

10 And the commandment, which was to bring life, I found to bring death.

11 For sin, taking occasion by the commandment, deceived me, and by it killed me.

It was only when he became aware of the law that sin had occasion to be utterly sinful; until then, his thoughts and actions may have been contrary to the Law, but they were not producing death in the sense of separating him spiritually from God.
