Why should the build fail? Right now I have it coded to assume that
jakarta-tomcat is checked-out in parallel. If TOMCAT_HOME is not defined, it
falls back to that. You don't think it should?

Yeah, you're right. I didn't include webapps at first, but browsing to localhost
was hanging Tomcat. I now see that it's due to an error in my web.xml.
