Richard, I have a Fortec Star Lifetime Classic NA.  You may already 
know this but if not, you must have the proper settings set in the 
menu.  

Step-by-step: Menu (on remote), then on-screen: Preference, TV 
Settings, OK (on remote), cursor to SPDIF Output, cursor to ON, OK 
(must do this OK on remote for it to toggle between OFF and ON).  
Then, back out of it (Exit, Exit on remote).

You should then have the AC3, but of course, the Insignia would have 
to be set correctly.  I have a Panasonic SA-HT40, using an optical 
TOS connected between the Fortec S/PDIF Out and the Panasonic TV OPT 
1 input.  Front panel selector of the Panasonic has to be set to TV.  
I don't remember if there had been more Panasonic remote control 
settings when it was initially setup.

Maybe that will help.

Anyone want to comment on this?

I came across a few confusing things, in trying to tune in DW-TV 
which I don't normally watch.  I was getting a lot of channels on AMC-
1 but DW-TV and Cadena del M (same bouquet) were not there although 
were identified in the menu.  Eventually, after reading a post in 
another forum about AMC-1, I tried adjusting the skew and that did 
the trick.

Also, I have an older Fortec Star (FSCI-9800HDD) hooked up in 
parallel, which does not do AC3, just the regular RCA audio outputs.  
Anyway, it also was not getting DW-TV until I played with the skew on 
my 4DTV.  But the funny thing is that the DW-TV audio is there now 
via the RCA audio outputs.  It does have a S/P DIF out and although 
normally not connected to anything, I determined that the DW-TV audio 
is available there as well.  Another poster (Bob) in this thread has 
said that he was getting the audio without an AC3 capable receiver.  
But my newer Fortec Star Lifetime Classic NA does not seem to be 
getting that audio through the RCA audio outputs, but only the AC3 
via the Panasonic SA-HT40.  I'm calling it AC3, but perhaps that's 
wrong (maybe SPDIF?).  But I hear it as described. 

I freely admit that I'm not a technophile.  I like to play with this 
stuff sometimes and try to make it work.  But when something doesn't 
work or in the case of the older Fortec getting the DW-TV audio 
through the RCA outputs, I'm pretty much just confused.
