If you believe that such connections are performed in the context of a law 
violation activity then you should identify which law is it violating, also 
note that there are plenty of *internet* applications which connect to the 
internet as soon you run them for whatever reason, not knowing your country 
laws I find it hard to believe that there is something illegal about an 
application connecting to the internet as part of it's regular functions, which 
you can check on the source, and for a legal purpose which was already 
explained.

If you want to "prevent that my computer connects somewhere without my
go" just set-up firewall rules according to your needs, that is one of
the main purposes of using a firewall. Is not on the scope of an
application role to enforce personal network related policies.
