I can confirm this regression on Linux Mint 22 / Ubuntu 24.04 HWE.
GPU: ASUS Radeon RX 9060 XT 8 GB (PCI ID 1002:7590)
Kernel: 7.0.0-42-generic
Affected firmware: linux-firmware-amd-graphics
20240318.git3b128b60-0ubuntu3.4
Symptoms: Black screen and repeated amdgpu DMCUB diagnostic errors
during boot.
Workaround: Booting with nomodeset allows the system to start, but
without normal GPU functionality.
Confirmed fix: Downgrading linux-firmware-amd-graphics from
0ubuntu3.4 to 0ubuntu3.3 and rebuilding initramfs completely restores
normal boot and graphics functionality.
The firmware package has been temporarily held at version 3.3.
