But then I think two distinct cases apply to your certification program:
- Large enterprises (not hardware manufacturers, just Big Users) that want to see their hardware running Ubuntu (using a Vanilla Ubuntu or a modified Image, as stated in the presentation of the program)
- Hardware Manufacturers that want to support Ubuntu.
IMHO you should differentiate between the two cases when presenting the Ubuntu Hardware Certification Programme...
Have you heard of some major manufacturer who is interested yet ?
Companies like:
- Nvidia, ATI (graphics)
- Broadcom (wireless chips)
- Logitech, Phillips (webcams)
- HP, Dell, Acer, Sony, IBM (laptops)
- ...
Did you contact them to make them aware of the program ?
Is there any communication process going on with large manufacturers like those ?

That's the 'Ubuntu Professional Certification' for admins.
