The Constitution (for better or worse) clearly states that Groups sponsor projects. They don't sponsor themselves, and they don't just spring into being. The OGB is tasked with implementing the Constitution's provisions, and we've tried to do that in as simple and lightweight a way as possible. It does not because, between 3 and 6 months ago when Stephen Hahn was soliciting the initial set of Contributor and Core Contributor grants, the UFS Community did not respond (or, if it did, your response was not acted on - this would be cause for grave concern). The "owner" or "leader" status is a misnomer, a bug in the web site we are trying to get fixed. The proper term would be "editor" as the only privilege it actually conveys is the ability to edit the site. That said, those in this list were the people Stephen asked to submit the initial grants lists. But let's forget all that for a moment. It sounds like you have 3 Core Contributors in mind. All that's needed to solve this problem is to tell the OGB that you'd like to become a functional Group again and that you and the two other engineers are its Core Contributors. Then your project request will be valid and it will be created.
