This is not true.  In fact, once you become a Core Contributor of the
UFS Community Group, you and your fellow Core Contributors will be the
only people whose approval is required to create UFS-related projects.
If a god's approval is needed, then you are the gods.

I've used that resource in the past.  It is a hosting resource only;
OpenSolaris projects are more than just a web page and a mailing list
- they are living entities under the direction of one or more
technical Community Groups.

That said, anyone is welcome to:

   (a) Do OpenSolaris work on SourceForge or anywhere else.  You don't
   need to be a Project to do work.

   (b) Get a Community Group to sponsor an OpenSolaris Project, and
   then host that project anywhere they wish.  Access to
   opensolaris.org hosting resources is a side effect of being a
   Project, not its definition.

I certainly don't think what we have today is ideal.  But I do think
you're conflating the process (which in fact you've already followed;
it's your Community Group that's broken, and as I said previously, if
that weren't the case your project would exist already) of creating a
Project and the tools available to manage web site artifacts.  The
former is quite simple - as you know, since you've already followed it
- but the latter are definitely lacking.  The Tools Community Group
sponsors the Website project to improve this, but it is hindered by
the fact that only Sun employees are permitted to work on the site,
and by the limited resources of the group being paid to do so.
