Note that the 5,000 officers I am pleading for are replacing both the army and
Police force that is why I use a term mobile military police. It Is strange
that you call the beach issue an after issue. Most of all past governments have
been dealing with the army and they have failed. Army dominance has been done
by Acholi for a very long time, and it has not helped them either.

Who is crying with army dominance again?

Mulindwa;

We need to get the foundation in place first and foremost then deal with the
longest beach issue. We need the federal foundation first and first. Whatever
number of soldiers we need will be determined after the foundation is settled.
Make no mistake, soldiers have been the soul reason for our woes and
particularly the imbalance in numbers or dominance by one group. So it is a
serious matter.

We do not need an army in Uganda. What we need is a special force with ability
to be mobile. Total force 5,000. And why? We have no time let alone resource to
fight, crate wars with in our boarders let alone to our neighbors. Uganda is a
country that can be like Switzerland in Africa. Let us get the money we put in
those forces into tourism. Do you know that Uganda has the single largest beach
in the world, think about lake Victoria all way from Eastern Uganda to Masaka,
let us build hotels on it all way through and build such a massive holiday
beach, with the weather you guys have and clean waters in Lake Victoria, some
of us want to ship girls out of here to have holidays in Uganda by full 320’s.
Cut the crap of army and fighting and raping people and killing people. Some of
us are simply too fade up with it. You are selling a new system in the country
and your pillar is again how many soldiers you will have?

Where do you people actually come from? Geez !!!!!

Dr Kayondo;

In the new system, every state will contribute equal number of soldier and the
command of each forces will be within the state in peace time and the president
will only take control in times of war.

This is too basic. Look at the US, Germany, Australia etc.

The point about federo is that the President does not rule with a gun.

Ndugu Ocen,

We don't want federalism of a Nigeria or South Sudan type. These are
federalisms in name, not in reality. It is no wonder that Nigeria has had
coups, counter coups and political turmoil over years. There is corruption in
Nigeria, because the federal state wields more power than the states. People
like Ummar Diko and Sani Abacha fleeced off large amounts of money, because if
their positions in a central like role. Looking at South Sudan, one sees a so
called federal state, where one man is intent on keeping power to himself, and
fighting off potential competitors.

Federalism comes in different forms, Nigeria type is no different from
centralised governments.

Can you please tell me how Federalism did away with that kind of grand
corruption?

How much has corruption cost Uganda? If federalism can do away with corruption
and corruptibility then that alone will pay for the change and leave a lot of
extra money!

Billions lost in ghost soldiers and other workers.

Billions lost in pension scams.

Billions lost in unneeded military hardware.

Need more billions lost to ponder about?

not ?Ugandans are yearning for it.he just needs to do some good work about it
and show how regions will benefit and red tapes h is going to do away with.if
he can shoe specifically in these areas like HEALTH, EDUCATION AND
agriculture,he can have it

KATEREGGA, Im happy to know that you are now on board. you have realised that
the unitary monster is taking us nowhere.you have been an advocate of regional
tier which is very difficult to implement and still keeps power at the centre.
