When the army was dominated by Acholi where did you post your complaints? You
started to see that dominance when they are Westerners? That is the hypocrisy I
go after. And the last fifty years you people have been fighting with fixing
army a war you have failed, Iddi Amin left a Uganda Army well trained, well
displined, but well equipped, you not only dismantled it but you handed its
equipment to Tanzania for free. Now you are starting a discussion and you are
making the army restructuring number one again. No sir we are fade up with
fighting each other, and we have no plan attacking our neighbors, what we need
is to collect all weapons that are in Uganda and export them to countries that
are hungry for them. Let me put it this way, because so many weapons in Uganda
are out of government hands, we simply cannot know who has what weapon , so we
will start by exporting all weapons we have in the country, we will buy a new
weapon that is not in Uganda and use it to arm the military Police, then we
will turn around and hear an AK47 shot in the night and we will spend all money
to find it. Secondly all AK47s must be declared illegal in Uganda, too much
noise for our kids, at minimum those of us that have not murdered ours and
cooked them for dinner.
Instead of investing in the huge army you are selling, we need to use that
money and buy chalk to educate our kids, we need to invest into Research and
development, we have totally rotten bridges and roads, we need power supply and
communication, hospitals and you name it. That is what we will invest into than
the military. It just baffles my mind why many of you fail to realize that we
have a huge population we can make useful by investing right into it, instead
of that you are targeting to kill them over and over. Just yesterday George
Okello said that we need to use controlled violence in Uganda to stop
corruption. What a wasted mind? If violence was stopping corruption my God
Uganda would have been the least corrupt country. Acholi would have been a
region you live your car open and no one steals it. But again that kind of mind
set shows how garbage was UPC education system in Uganda, a garbage that we
need to stand up and erase. Do you have corruption in Uganda? Make Ugandans
proud of their country, invest into it and them, make people proud to love
their passport, raise that Crane and let its lame leg stand straight. When
people love their country thy defend but build it. Stop violence and stop using
violence on people but close the army barracks we no longer need them, turn
around and make them institutions of learning. Mbu I have a degree my back side.

The issue here is federalism not Acholi; dominance and not number. I know you
have a tendency of derailing serious issues but we all know that the current
echelon of Uganda army is dominated by westerners with a token army chief in
Wamala. There is no denying that it does have effect. All those soldiers from
Luwero who joined as kadogos, but left you with unforgatable scar have long
been purged. We need this dominance to end because it is recipe for disasters
in some future. The very reason why we are drumming the federal message even
louder to avert another Amin.

Note that the 5,000 officers I am pleading for are replacing both the army and
Police force that is why I use a term mobile military police. It Is strange
that you call the beach issue an after issue. Most of all past governments have
been dealing with the army and they have failed. Army dominance has been done
by Acholi for a very long time, and it has not helped them either.

We need to get the foundation in place first and foremost then deal with the
longest beach issue. We need the federal foundation first and first. Whatever
number of soldiers we need will be determined after the foundation is settled.
Make no mistake, soldiers have been the soul reason for our woes and
particularly the imbalance in numbers or dominance by one group. So it is a
serious matter.

We do not need an army in Uganda. What we need is a special force with ability
to be mobile. Total force 5,000. And why? We have no time let alone resource to

We don't want federalism of a Nigeria or South Sudan type. These are
federalisms in name, not in reality. It is no wonder that Nigeria has had
coups, counter coups and political turmoil over years. There is corruption in
Nigeria, because the federal state wields more power than the states. People
like Ummar Diko and Sani Abacha fleeced off large amounts of money, because if
their positions in a central like role. Looking at South Sudan, one sees a so
called federal state, where one man is intent on keeping power to himself, and
fighting off potential competitors.
Federalism comes in different forms, Nigeria type is no different from
centralised governments.
