No, this is not an upgrade. Its a brand new unrelated EAD 100 circuit
which happens to have one end in the same rack that already has some EAD
100 and EAD 1000 circuits in it, and they are claiming ECC for that end.
My understanding is that even though new fibre is needed for the new
circuit, there should not be ECC charges for installing new fibre to a
rack that already has existing fibre into it as this counts as
increasing existing network capacity. However, they have quoted ECC for
both ends of the new circuit.
In the past, whenever we have filled up a tube to any given location we
have always had an additional fibre tube installed for free when we next
ordered to that location, but its been a while since we were last in
this situation. I was wondering if a change to the rules might have
been sneaked in when the £ 2800 exemption was brought in recently (and
if so they forgot to update the FAQ).
