I'm not aware of any changes following the £2800 exception being
introduced but generally all our recent installs have incurred ECC due
to DC demarc being brand new (i.e. no existing fibre in rack).

Have you raised this with your Openreach account manager?  Perhaps we're
incredibly lucky but our AM is very helpful whenever we encounter
oddities such as this.
