Indeed, but I'm confused as this is contradicted by other literature
dated after that.  Neil Christie already provided the link to the
training pack which is from January 2013 and I'd previously seen the FAQ
from July 2013 here:

"Q1. Are there any formal exemptions from construction costs?

A1. No. Excess Construction Charges are raised to cover the cost of

 - increasing fibre capacity in existing routes.

Note:
These are chargeable on second routes for resilience. "
