I was thinking this was because the process is quite drawn out (read expensive in time terms for the CP). If BT encouraged equipment vendors to test instead of CP's, then perhaps this would be different. Of course, this may increase Openreach's testing load as a bunch of vendors ask for testing, but you could charge for it, and/or require a sponsoring CP as proof that there is actually demand for the kit.
