Yes, this is working correctly. I've done 2 builds with it now.

By leaving my install media as SP2 it runs all the winxpsp2 post-install 
scripts, which currently contains security updates that are in SP3, so I 
comment out all the SP2 security updates and add SP3, bingo.

Not elegant, but it's working. I'm waiting to see if I can get SP0 media to do 
a proper SP3 slipstream before I tidy up this 'workaround'
