it seems like a pretty drastic solution, yes it can be done and if properly done wont affect structural integrity. I have not seen the boat or the space availlable but it seems there would be other solutions. flexible tanks or bladders, how about welding in place polypro tanks... do the engines need to be pulled, could one be shifted over enough in the engine bay to do one tank at a time... cutting the hull takes no time, it's the repair that will... if the tank is in place, can the inside of the hull be reached to grind and fair in some glass, I doubt it... and then fairing the outside, painting the hull etc... paint and body work will be as much if not more than the tanks... and of course it also mean hauling the boat and some yard time. proper rigging, chain falls, come along and some beams ( wood or steel ) and the whole job can be done in the slip. alignment should be minimal if needed if everything is marked. think outside the box but I would think twice before I cut the box....
