It's generally accepted that 75% to 80% of rated max rpm is about all you want for a cruise RPM. You'll need to find the max rpm in your manual or on a decal on the motor. Small-block Chevrolets in marine use are usually max-rated at around 4,500 RPM, 75% of that is 3375; 80% is 3,6000. On boats I've had with the small-blocks, 3,000 seems to be a sweet spot for those engines.
