The numbers I quoted (15-30W) are from the latest EPIA SP mobos (http://www.epiacenter.com/modules.php?name=News&file=article&sid=392), which are what I typically think of when someone says mini-itx. There are also boards which take P4s (and I assume Athlons) and those would obviously take more power (100W+).
