The current Via systems are available in what they call 'nano-itx'
Not clear of that form factor is cost effective yet.

Right. 

There are some folks using Pentuim M processors in desktop/server
cases, which allows for reasonable energy and cooling. But the Pentium M
processors and supporting motherboards are pretty pricey.
