I don't know any published things about epia's, but there are some for pentium M, Althon 64 (Venice core) and even for Turion (but only in french). So for english readers :

Basically, an idle pentium M will use less than 40W idle, if you use a motherboard based on a mobile chipset and avoid the recent power hungry graphic board. In France, 40W corresponds to approximately 35 € per year (around $36 in the US based on radish's figures), something rather cheap I think.

Of course, even the slowest pentium M is far powerful enough for slimserver. However, pentium M and mobile chipsets are quite expensive and you have to balance the 40W saving compared to an althon 64 with the additional cost of this platform.

So in fact, there is a whole range of hardware on which to run a slimserver ranging from linkstations/kurobox to standard althon 64 PC, with idle consumptions ranging from 15 W to 120W (that is from 15€ to 105€ per year). My advice would be to calculate the full cost of three or four years of continuous use, including idle power consumption and hardware and to choose based on this number.
