I haven't heard that and I live at xlr8yourmac.com. In my experience on 3 Macs (Beige G3/400 768 MB RAM, PowerBook G3/400 640 MB RAM, 8500 G4/450 512 MB RAM) 9.2 was noticeably faster in every regard.
