It needs AGP because QE reroutes so much bandwidth to the graphics card that it chokes the narrow PCI bus. However, you can change a line of code so that QE routes it to a PCI graphics card anyway. However, people claim it chokes bandwidth from other PCI cards, reducing their performance. I have it enabled in my 8500, but I can't say I've noticed a big difference. My main goal was to make iPhoto more responsive, but even with QE and a G4/450 it is still a sluggish pig.
