I'm not sure I'd lump something like this in with other advertisements. Most ads are designed to separate you from your money, whereas a card from UPHPU would simply be an offer of help. Morally and ethically, you're usually on pretty solid ground when you offer to help people -- although, admittedly, being moral and ethical doesn't preclude being annoying. I do agree though, that we really ought to ask permission first, even though it would likely be a deal-killer.
And not that anybody cares, but when I get an unsolicited card in a book, my reaction is, "Cool, a bookmark!" I really like that people are thinking about and discussing ways to grow the group. this kind of dedication is really positive for the group. In fact, it might warrant an IRC brainstorming and evaluation session.
