I believe that is only a requirement if using JDK 1.4. The problem was 
the version of DOM needed to be changed so the JAR had to be put in the 
JDK's endorsed directory. I just double checked and I don't have any 
libraries in my JDK's endorsed directory.

Also I do believe that uPortal 2.6 requires JDK 1.5
