Well the easy part would be to just host jetty in phoenix and then you can use whatever web framework your want. But perhaps I misunderstand your meaning.
I think it's a bit oversized to host an application server within an application server. Avalon should simply provide an implementation of the servlet API (maybe using the ConnectionManager) and perhaps some lifecycle methods. Management/Deployment/Configuration of servlets should be left out, there are existing mechanisms in Avalon for that.
