Not sure what it could be, I've tried on both Win2KPro and WinXPPro:

1. Install wo/JRE & no network ==> works
2. Install w/JRE w/network ==> works
3. Install w/JRE & no network ==> works

And for whatever reason I simply cannot replicate the problem. Before
each install/reinstall I completely removed the previous working RC1 via
the Control Panel/Add or Remove Programs, made sure that there were no
C:\Documents and Settings\<username>\Application
Data\OpenOffice.org\3\ folders/directories left on the system etc., then
rebooted and reinstalled. So the system was pretty clean when I tested.
The only thing that I didn't do was clean the registry before each
reboot... there is only so much I'll do to test :-)

Note: the Win2KPro installs were on a Virtual Machine (VirtualBox) - if
you think it worthwhile I can fire up a hardware based Win2KPro and try
there. Also, on all of the above Sun Java 1.6.07 was already installed
beforehand.
