It would be very helpful if you could tell us just where and how to make
this setting in OOo3. I can’t find it.

From the help file, search "date";
"Date
Inserts the current date as a field. The default date format is used, and the date is not
automatically updated.
"To access this command...
Choose Insert - Fields - Date
"If you would like to define a different date format, or have the date updated automatically, select
Insert - Fields - Other to insert a field command and make the desired settings in the Fields
dialog. The format of an existing date field can be modified at any time by choosing Edit - Fields."
I could not find how to change the default other than changing language
preference.
