I think that you are looking at that from a wealth country centric point of view. Keep in mind that OOo is used in very many not-so-wealthy countries where old computers and recycled computers are common. Even in my country (US) many systems do not have DVD burners. I currently have 10 systems (6 desktops, 4 laptops) and only one of those has a DVD burner; and amongst the 10, only 6 had a DVD reader.
