You are right. By entering the above URL into a browser i find that it
redirects me to a Sun StarOffice web page ........ eventually. But not
an update download site.

AFAIK the update tool just advises when updates are available. I disable
it on all installs and use the announce mailing list anyway. I don't
want individual employees downloading multiple copies of OO.o, one for
each box when i can install over the network from one copy anyway.
Neither do i install every version, every second or third generally
suffices, and usually the sub-versions X.X.1 which have bug fixes in
them.

I would try again, see if it still looks for the same server. Then raise
a bug report.
