Time zone info is readily available on the web and you can easily
guesstimate with a globe. One hour = 15 degrees, though actual
boundaries vary.
If you are going to use this as a rule of thumb, then you also need to
recognize that the time zone extends 7.5 degrees right and left of the
zero meridian and apply your 15 degree rules appropriately.
