Yes.

Use the install system of your distro.

Installing the libdvdcss package will make totem play encrypted (comercial) 
DVDs.

You can also buy some comercial DVD player (like linDVD, from the same folks 
that WinDVD).

And finally you can use some distro that has out-of-the-box DVD support like 
Mandriva (paying version), Ubuntu Mint (just ubuntu with different artwork 
and multimedia enabled), PCLinuxOS, Mephis...

Note that all that distros, but the paying version of Mandriva, or installing 
the libdvdcss file, are probably illegal in the US and any other jurisdiction 
that enforces software patents.
