Uh, yes, I have seen that problem as well...while I do not know if this is 
a "bug" or a "feature" (or, for that matter, compare the relative 
intelligence of the M$ Word developers vs OOo developers), here is something 
you may want to try (to overcome your problem):

Do NOT select empty paragraphs by by doing a "shift + down_arrow", or by using 
the mouse: instead, try to place the cursor at the start of the empty para 
(without selecting anything), and hit backspace (NOT delete).  You may need 
to hit backspace a few times (if indented etc etc).  This will clear the 
empty line/paragraph, and put the cursor on the last + 1th character of the 
previous paragraph.  This will also not wreck havoc on the styles.

Do let me know if this does work.  If it does not, errr....my apologies.  

Hmmmm..... anyone on the list have a more elegant, easy solution ?
