it depends on the deleting method. - If you're at the end of the paragraph before (even empty one for a blank line), and you hit 'Delete', OOo thinks you want to merge current paragraph with next one. So it deletes the 'incoming' style, replaced by the current one. - If you're in a paragraph and hit 'Backspace', OOo thinks the same but the other way, it will apply the current style to the previous paragraph. Conclusion: use 'Backspace' to remove such blank paragraphs.
