Is there an equivalent to CUPS-PDF that can run on Windows?

For anyone who doesn't know, CUPS-PDF is a "special" printer driver that allows
you to direct your printer output to a printer named "cups-pdf" which turns it
into a PDF file.  That way, you can directly get a PDF file out of any program
that's capable of printing to a printer.
