I have been experimenting with this, and I think I can see what is 
happening.  You don't say what version you are using, but in my 2.3.1 
for Windows XP, the Accept or Reject Changes dialogue window works in 
a way that surprised me.  (Perhaps I'm easily surprised.)

The dialogue window contains two tabbed panels (List and Filter), and 
the whole thing comes in a default size, with the panels nicely 
filling the window.  The window can be resized in both directions, 
though there is a minimum permitted size, also in each 
direction.  The minimum size appears to be slightly smaller than the 
default.  As you resize the window, the panels resize as well, even 
shrinking sufficiently if you choose a size which is smaller than the 
default in either direction.

So far, so good.  But the strange behaviour is that each time you 
open the window, even though the window size is remembered between 
uses (even across closing and reopening OpenOffice), the panels start 
off at the default size, whatever the size of the window.  As soon as 
you change the window size (in either direction), the panels 
immediately resize appropriately.  But this does mean that the panels 
can initially be either too small to make sensible use of the window 
or - as in your case - too large for you to see either or both of the 
right edge of the panels or the crucial buttons at the 
bottom.  (Unlike with some dialogue windows, the buttons here are 
*on* the List panel itself.)

The solution is simple, of course.  If you just resize the dialogue 
window slightly (in either direction), the panels should resize (in 
your case, shrink) to enable you to see everything.  And if you 
enlarge the dialogue window sufficiently that the default panel size 
can (just?) be accommodated, you should find that the problem goes 
away permanently.  To do this, drag the dialogue window size to be 
quite a bit larger, close it and reopen it, and then careful resize 
it so as just to accommodate the default panels you will then see.

Exactly how the panels fit into the window depends on the choice of 
font for the user interface (see Tools | Options... | OpenOffice.org 
| View | User Interface | Use system font for user 
interface).  Perhaps it depends on the screen resolution, too.

I also use 2.3.1 with WindowsXP.  Yes, if I make the dialog box just a bit 
larger (wider either to the left or to the right, higher, or longer)  the 
buttons appear.

If I close the dialog box (with the X in the upper right corner of the dialog 
box) and reopen the dialog box, then the buttons do not appear and I have to 
again make the dialog box just a bit bigger in any direction to see buttons.   
That is something I can do know that I know what is going on.  

I think the need to enlarge the dialog box should be removed from OpenOffice.  
I do not know how to enter an issue (I think that is what it is called) on the 
OpenOffice website.  Is there someone who will enter the the dialog box issue?
