Your innuendo is that because there are problems with Vista, therefore a
unique problem with loading OpenOffice.org is “not necessarily”
unrelated to Vista’s problems.
“Not necessarily” is a phrase that allows innuendo and allows the
speaker to have an out if the claim, without that phrase, turns out to
be wrong, e.g. “John Smith is not necessarily an honest person” doesn’t
actually say that John Smith is dishonest, but makes it clearly intends
to indicate that it is likely that he is dishonest.
The phrase has its use, but here it allows you to make a claim and not
explicitly support it at the same time.
Present evidence that Ian Samson’s problem is in any way related to the
undeniably real problems in the Vista operating system. That this
problem appears unique, suggests that it does not.
