Ah, you're right, I did misunderstand. My apologies.

On my system (2.4.1 OOo - linux) I select a PDF printer w/A4 and then in
the File|New|Labels I select Avery A4/C9146 Photo Quality Label (Full
Page) and in the wizard it shows 21.00cm x 29.70cm (1x1). So I then
click the New Document button and the result is (from Format|Page):

Format: User
Width: 21.04cm
Height: 29.74cm
Left: 0.00cm
Right: 0.02cm
Top: 0.00cm
Bottom: 0.02cm

This (slightly larger size) does the same on a letter sized document and
I think that it is so that the template/frames will print to the edge of
the top & bottom to include all labels.

Can you select the same Avery A4/C9146 Photo Quality Label on your's and
see if you get the same/different?
