Googling "Internal error 2731" found many entries. The most interesting of the 
few I looked at was http://msdn.microsoft.com/en-us/library/aa372835.aspx which 
gives a list of the error codes generated by the Windows Installer. Scrolling 
down to the entry for 2731 led to

about Cost Initialisiation and this in turn led to

Costing which is "the process of determining the total disk space requirements 
for an installation"

Basically it would appear that you don't have enough space to install the 
software on the disk you chose (C drive?). The System Requirements part of the 
Installation Instructions for OpenOffice.org say "At least 800 Mbytes available 
disk space for a default install (including a JRE) via download. After 
installation and deletion of temporary installation files, OpenOffice.org will 
use approximately 440 Mbytes disk space."

On a secondary point: I don't know why but your original message arrived as a 
blank e-mail with two identical attachments. Each attachment contained the text 
of your message. For reasons of security the software that manages the message 
traffic on this list normally strips attachments so you would be well advised 
not to send messages like this in the future. Instead, please just type your 
message into the e-mail. If you want to show "exhibits" please upload them to a 
web site somewhere and provide the appropriate link(s).

Seems I might owe you an apology. On thinking about and then re-reading the 
details of error 2731 in the first web site I pointed you at the error seems to 
be caused by Windows not being able to initialise the Selection Manager which 
is required for File Costing. This in turn implies that there is something 
rather seriously wrong with your Windows installation. Either that or some 
other piece of software is misinforming you. One common cause of installation 
problems (not just with OpenOffice.org) is that Antivirus (AV) and/or Firewall 
(FW) software believes the file being installed is malware. Please try the 
following:
1. Disconnect your computer completely from the internet - pull the 
modem/router plug from the phone socket.
2. Disable your AV and FW (Windows Firewall ?).
3. Run the installation procedure. You won't be able to register OpenOffice 
because you don't have an internet connection so just say "register later".
4. Re-enable AV and FW.
5. Re-connect to the internet - never leave your computer connected to the net 
if your AV and FW are not both running properly.

If this doesn't help, and if you do actually have enough disk space, come back 
here with details and we'll have another think. Oh, and please say which 
version of Windows you are using.
