If the OOo file is OK then I think there must be a fault with your Windows
installation. Have you checked the system error logs? They are at
Start>Administrative Tools>Even Viewer. Three logs: Security, System and
Application.

There are at least tens of thousands of Windows users, including me, who
have properly installed OOo. I can only suggest you get a Windows guru to
take a serious look at your system. Alternatively back up your system and
re-install Windows.
